Tap on the wilderness icon in the lower if if you are not already in the map view. To move to a state you will need to go to the World Map. After wither of these level sis reached the relocator items will disappear. But they must be used within 5 days of you starting the game and before you reach a headquarters level of 10. When you start you will find in your backpack (inventory) 2 Rookie Relocator items, these will let you change state to any one of your choice. The game has an option to change state but there is a restriction. You may find through that you want to be able to join friends or team up with another game of your own in a particular state. Over time new states are added to accommodate new players. When you start a new game you will begin your play through in the latest state to be added.
