The only games that provide a similar feeling of "being the commander" tend to be slanted firmly more in favour of the strategy side - and with the exception of the Total War games (where you play many commanders), you're generally stuck in a small number of rooms, controlling everything via screens. Sure Dune 2 is often (erroneously) hailed as the great ancestor of the RTS, but the relatively unique blend of adventure game and strategy game of DUNE - where it really placed you in Paul Atreides' shoes/mind - whether on the front encouraging the troops, in the rear checking out the secrets of the palace, or negotiating for equipment - or riding a giant worm on the way to those places - that was something you don't see very often.
